Fullerton Place, located in Southampton, comprises three blocks of flats: William Bricknell Pavilion, Lowman Pavilion, and Thomas Gill Pavilion alongside 11 houses. Built approximately 13 years ago, the scheme includes a mix of tenures such as social, affordable, intermediate, market rent, shared ownership, and leasehold. Each block features an integral bin store as part of the main building.
Pest Control Background
Due to ongoing concerns about pests in the area, Abri partnered with Control Pest to conduct regular baiting. In Winter 2024, reports of rat activity, particularly in the bin store of William Bricknell Pavilion—prompted additional visits and intensive baiting. Control Pest recommended proofing works to prevent further access.
Delays and Challenges
Over Christmas, missed bin collections by Southampton City Council led to waste accumulation, preventing Control Pest from completing proofing works. Despite multiple clean-up efforts by Abri’s Estate Services team, rapid waste build-up continued to hinder progress. By late January, customers reported hearing rats within the building walls.
In response, Abri formed a project group with representatives from Housing, our repairs and maintenance team, and Communications to coordinate efforts and improve communication.
Actions Taken
To ensure a lasting solution, Abri implemented several measures:
- Security patrols from February to June 2025 to deter unauthorized access to bin stores (£26,560.80).
- Deep cleaning and removal of waste from bin stores.
- Installation of glass recycling bins and signage.
- Extensive proofing works, new doors, lighting, and decorative improvements (£46,000+).
Drainage Defect and Repairs
A drainage survey revealed unblocked pipes from the old industrial site, allowing rats to travel underground. Non-return valves were installed to prevent access, with drainage proofing costing £1,752.
Additional Improvements
Customers also requested aesthetic upgrades. Abri’s External Decorations team and contractors ‘A Plus Clean’ performed deep cleaning and internal decorations, and we also worked to install new post boxes.
We’re committed to creating safe, clean and welcoming environments for all customers, and the total investment in Fullerton Place since the start of the year has exceeded £190,000. And while there is still work to be done at Fullerton Place, we’re committed to listening to customers and making meaningful improvements to their homes.
